Ethereal Seat and Headquarters of the Global Government of Humanity
This communication is in
recognition of the need to give written testimony to humanity regarding the
fundamental basis of the New Government, and
at this time to support and verify the postulates previously given;,
giving my support to their manifestation
in the following:
The transferring to America of the
Ethereal Temples of Light has become necessary, because in the New Cycle they
will become the vertebral column of the entire continent, and from them will
radiate to the planet the Qualities required by mankind.
The Earth is entering the period of
definite repolarization and transfer of energy for its total restoration, and is
calling for your attention and effort. It
is necessary for man to know that he has not been alone, nor will he ever be;
that from the inner levels there has been and continues to be all possible
effort for the passage of the planet to be for the purpose of man's growth and
evolution, and for him to continue on the path on which he finds himself.
In these moments we are working to
prepare for possible and probable damage on the physical plane which can affect
humanity. We know that for many
this will be the Apocalypse, but for others it is the opportunity for the planet to pass into a higher level of
consciousness. Bases and structures will be removed, and in the same manner many people will be assimilated by the
energetic vortex that is charged with restoring the vibrational and positional
levels of the planet. But it must also be remembered that many times man has
been called to give way to the Light in their lives. Their reply allows us to
act in this manner, making way for the Divine Order and the establishment of the
Global Government of Humanity on Earth.
We understand that man tends to
wait until the last moment to act and to only believe what he sees, but we also
know that it is not possible to continue postponing the manifestation of the Dispositions given to man by the Sublime
Anterior. The only thing left for
man to do is to give way to this Divine Action on the planet.
The countdown has started and
little by little, or as it is required, the work of restoration will
start for the definitive anchoring of the Supreme Good among men on Earth.
When the Statutes of the Global
Government were given to man, and now again with this proposal, we want to make
sure man understands that the planet must be fully given over to the Forces of Light. Our efforts have always been directed
for this process to be harmonious, in which could be established an interaction
of Being to Being, between men as
humans in the process of evolution and Beings of Light or Elder Brothers, however you wish to name us.
The maximum state of equilibrium on
the Earth was reached by the acceptance of the dispositions given by the Divine
Government. This has allowed us to start with the final adjustments, working
hand in hand with man, for the planet to be converted into the Holy Star of
Liberation, home to conscious beings, radiators of the Presence of the Father‑Mother‑Love.
All external circumstances have now
reached their readiness, and it is necessary to start the process of ascension
which will also accelerate the vibrational rate of the planet, putting it in
harmony with the exact time of passage to its new orbit.
Everything required for the
assistance and elevation of mankind has been given. We have also proceeded to
lovingly compensate the Planetary Being for the modification of its vibrational
and physical field, done with its acceptance in loving obedience to the Divine
Proposal. We know the planet as a
living Being which includes humanity as a part of itself; as a unity interrelating cell with cell. The process of ascension can't be delayed
any more, it will reestablish the electromagnetic circuits required for the
planet's definitive entry into its new orbital position.
The transformation that the
Earth's surface will undergo will permit the settlement of the emerging
energetic points, which are the new locations of the Ethereal Temples and of the Divine Monument.
Geographically the planetary belt will be modified as it passes to its new
orbit, which will balance it in its direct relationship with the central nucleus
of creation. In this manner all energetic points of the planet will be aligned, allowing the outflow of the Divine
Blessing toward all inhabitants in an ordered manner, and permitting the internal connection
and direct relationship with the Father of Fathers.
Each of the life streams that
will evolve on the New Earth, as of this time,
will have a loving covering placed over them by all the workers of the
Divine Order. Because of this, and
as a testimony of Divine assistance, we submit to the present planetary leaders
the basic elements for the sustenance of the communities and organisms that will
orient man for the coming events, as well as help him fulfill the Dispositions
of the Father of Fathers.
All external circumstances
are now entering their final phase, America
being the central point of major acceleration. It is essential for her
inhabitants to assume their Divine Identity and to begin the work, hand in hand,
with the hosts of Light and Elder Brothers that are ready for the
reestablishment of a harmonious relationship between this level of consciousness
and other levels.
We know that many beings are
ready to assume responsibility and make way for internal direction. We are counting on them to be active in this process, ready to serve as energy repolarizors,
offering us their hands in the form of a Bridge that will allow the Light to
flow from our level to Earth.
The gestation of the New Era
has been a beautiful process, giving us an opportunity to serve humanity, and it
has become an explosion of Light so large that we need a new receptacle adequate
to receive such a large manifestation of Love.
For this reason the latest preparations on
Earth are for it to be able
to house the large
scale of marvelous beings that will
join us to work hand in hand with Earth’s
inhabitants.
We cannot hold back the time
of birth of the New Era, and in like manner, each of the Beings ready to act
with man only wait for this time. They
will be able to give testimony of the Love with which the Sublime Anterior has
maintained you sheltered, waiting until you were ready to open up to Him.
The New Era is being preceded
by the conscious work of the Sons of the Planet which acted as effective collaborators with us.
They waited to be invested with their Bodies of Light, after having
opened the doors that held out the Light, helping
the planet to receive
the blessing of the Divine Government. We give our recognition to each of them,
and we wish we could see each other face to face to continue the work heart to
heart, Being to Being, and Soul to Soul, on the path of return to the Divine
Dwelling Place.
These paragraphs are attached
as a certification that our desire has always been to work hand in hand with
mankind, and we continue to be ready in our service to humankind together in this new cycle. This is the most splendid opportunity
for Earth and each of the beings of Life that conform it, just as it is for the
evolving beings in Time‑Space‑Love.
Man has become conscious, and
in this opportunity it corresponds to America to become a receptor of the Divine
Presence of Love which governs each particle of Life in Purity and Perfection
for the manifestation of the Glory of her Being.
We are alert to your calls,
ready to be of service, helping you in sustaining and maintaining the rhythmic
pulsation of the Heart of Life in each one until reaching the Light in the
crowning of your conscious efforts and unconditional surrender to impersonal
service.
The planetary geography will
change. You will be able to interact with the Angels and Beings disposed to
collaborate with you in the manifestation of the Golden Age on new points on the
Earth, where Love is the synchronizer, sustainer, emitter and action of each of
the events that the New Era brings for the glory of the Light and for the
expansion of the Divine Being. Just
as this Cosmic Octave was started, each of the mature beings will pass on to
serve in higher levels of consciousness, sharing with the Father of Fathers the
opportunity to serve the One Universal Life unconditionally.
We will soon see each other
and be able to share the happiness of again being enfolded by the Divine Order.

The stage of energy transmission
has been completed. The circle is closed. The action of energizing the Light
Body of America is complete. The vestiges remaining are no more than external
parameters. The work is complete and the electromagnetic belt has been
activated, including the Guyanas; raising
their vibrational rate with the rest.
A decree of Light is emitted
from the ethereal Seat of the Global Government of Humanity, where the
completion of the proposition of the ideal of Bolivar is verified; from Alaska, including Canada
down to Patagonia of Tierra
del Fuego, the manifestation of the disposition of the Divine Government is
fulfilled. For this reason, and in
view that America is ablaze with the Light, pulsating to reaffirm its Divine
Archetype within each of its inhabitants, it projects the Light of the body of
Unixitron. Its major manifestation of energy is centered in the Standard of
Orion and the Divine Commandments from the Father of Fathers as given out in the
Code of Love.
America reverberates in
Order, Light and Love, and internally has captured the triune essence of the
Light in order to make way for the
external manifestation of the Divine Government, of which mankind has awaited with anxiety because of its
nearly lost hope, and in the
recognition of the impossibility of accomplishing unity using the canons
developed by man himself; they have
become divisionist and separatist,
herding mankind into mechanical behaviors of the ego.
The statutes of the Global
Government resonate from north to south, east
to west and their external manifestations pulse as a result of many of its
American inhabitants who see with happiness how the Father of Fathers maintains
his loving covering over each of his children.
America is refulgent in
Light, making it necessary for each of its inhabitants to concentrate on the
Divine Mandates, and to sustain their covering of Liberating Love over their
fellow man. When the manifestation of the planetary order begins, many sites
will be protected, while others will be assimilated by the forces of ordering to
make way for the appearance of the Divine Archetype of this continent of Light.
In past times the
geographical configuration was very different compared to today's, and now it is necessary to give way to
the action of planetary restoration, where the planet's external structure has
to be a part of this process for the New Era to take its seat on a real base in
the Americas.
As America constitutes itself
into a Center of Light, in the same manner will all schemes of life fall under
the regency of the Divine Order. But,
for this to be, it is necessary to make way for the energetic and physical
restoration which is to be home for those who
accept the Divine Dispositions of
the Divine Government. This will
conclude with a phase in human history full of racial conflicts, separatist
actions, and inequitable economics. But soon the Golden Epoch will begin in
which Love will be the ruler inside of each being who accepts it as the new way
of Life.
When
anchoring the Divine Scheme over America, the activation of the Statutes given in the Code of Love are
accomplished in the beings who accepted the Father of Fathers as their Loving
Regent. This is how the New Order
will start, where the Divine
genetics will start to become
revealed, and each of their bearers
will start to display their Divine Qualities as they manifest. This disposition covers America,
which has become the central and concentric point of the Movement of Liberation
that has maintained the effort, permitting the planet to be covered in Light. The New Era is born here and from
here it will expand covering the entire planet as the external actions of
service are completed and the internal synchronization is reached. This will make it possible for the
Divine Order to start functioning for each level of existence, to have their purpose
in life fully defined and to act in accordance to the guidance of the
Supreme Commander of the Era: Saint
Germain.
When America is constituted
as receptacle of the Light, there will be place for the expression of the Divine
Fundamentals that should serve as a guide of service among free men who accept
the Global Government as their way of life. These are:

Only
One Nation, Free, Sovereign, governed by the Code of Love, having the
Divine Constitution as their fundamental guide.

Only One Race in which all basic
needs of sustenance are fairly shared.
-
Only One School, where not only
children, but also parents are taught how to
receive communion in the Divine Essence of Love.
-
Only One Religion which gives expression to the Being of Light that
dwells in each, in order to consciously obey the Supreme Creator and Fountain: The Sublime Anterior.
-
Only One Currency which
allows the rhythmic balanced interchange between each one of the beings who need
any element for his or her sustenance, protection and/or growth.
-
Only One Government under the regency of the All Being, capable of
offering to all the help needed for
their evolution and development as free beings, conscious of their plan of Life.
-
Only one plan designed under the Divine Pattern that contemplates a free
exchange, free passage in travel,
the manifestation of brotherhood and the acceptance of the Universal Family in
which it is possible to share freely when desired, and by virtue of the
expression of the Being in each person.
-
All territory will be protected so that the Being, in its desire to grow and evolve, can
find Its geographic point needed for this process.
-
To form an impersonal service as a way of life, in which it is possible to freely share
the Divine Essence, helping the
Soul to grow and manifest the Divine Genetics which it bears.
-
New systems of communication which facilitate the rhythmic balanced
interchange from Being to Being, in which love flows freely, embracing and
equalizing each current of life that wishes to participate in this Divine flow.
-
Governmental interactions should be raised to the level of internal
maturity in which the elderly actively participate, offering their experience in
life, and in which the young be also recipients.
-
Mutual respect will permit the free expression of the Being and the
manifestations of its messages towards Life.
-
The legislation of Love is the Divine Fundamental which makes way for the
most capable and able citizens to participate in the system of government in
which internal guidance flows, and obedience
to it is the nexus that sustains each person in impersonal service
connected with the Divine Fountain.
-
The family unit is stipulated to be in free agreements, where a couple
can unite according to the Divine Character that invests them as being capable
of manifesting Order, Light and Love, and which precepts make possible that the
Androgynous Light can manifest itself, and commune with the Father of Fathers to
give testimony of His Divine Guidance.
-
The matriarchal or patriarchal state will stop functioning to give way to
a direct relation with the All Being. In this manner the higher consciousness is
energized in each individual that connects him/her directly with the Father of
Fathers without intermediaries.
-
The government to be established will operate under direct guidance of
the Beings that are the Regents of this planet, it being possible to contact them by the recognition of the Divine
Government that functions through them.
-
Synchronization with the Divine Law will bring about the manifestation of
harmony, permitting the flow of the greatest good possible for each of the
beings covered by the radiation of
the All Being on this planet.
-
No separate or segregated plans of living are contemplated. Communities
will be under Divine schemes in
which it will be possible to participate under the Divine precepts of Love.

This manifestation is sheltered within the Divine Government, who's Decrees were given out on July 25,
1993 from the Ethereal Seat of the Divine Government.
-
Each enunciation given has its foundation in the Global Government and
the Divine Constitution of Unixitron.
-
These basic statements are founded on the Code of Love, of which
knowledge of it was given out publicly to established governments on this planet in fulfillment to a Divine
Mandate.
-
No personal actions of any kind are stipulated, because in the
establishment of the Divine Government, the planetary seat will embrace, with its ordering, each of the systems
of life in evolution on this planet.
-
Each statute will be easy to
implement. All of the basic
requirements have been fully considered and at the same time, are demanded by
man for his understanding and
acceptance of the Divine Order.
-
Terrestrial Laws are obsolete and have become invalid long ago. Now that Earth is passing to a new orbit in
which its vibration will be of a higher rate,
the need to establish this New Code is a high priority along with the
acceptance of the Constitution of Unixitron, which is to become the
foundation of all action.
-
All conscious beings capable of sustaining an internal connection with
the All Being will be sheltered under this plan, allowing them to assume their
Divine Paternity, and at the same time becoming able of manifesting the Divine
Archetype that embraces them.
-
The Outpouring of Love will enfold the beings capable of giving way to
the Divine Regency and accepting its Divine Guidance. By recognizing and accepting the Global
Government and putting aside their free will, the All Being will enact through
them the ordinances that should govern all human beings.
-
It is stipulated that the Divine Government, through the Global
Government of Humanity, will select the beings which will function as guides and coordinators for the rest of humanity, in which each current of life
respects and causes to respect the living statutes of the communities.
-
It is necessary for humanity to understand that the manifestation of the
Divine Government has its earthly expression
in its most mature and capable beings,
who in unconditional and
impersonal service to Life, have consciously given themselves to carry out and
to cause the establishment of the mandates of the All Being.
-
The Divine Hierarchy exist only internally where the maturity of the
Being and its capacity of service is recognized. Externally, equality marks the
pattern that manifests Love as the center of all action, contemplating the Unity of Life, where each cell (man) can
commune with the Divine Fountain when it wants, how it wants and where it wants.
-
A tax regimen will be established by the joint participation of
individuals who assume the necessity of the whole, providing an equitable plan to cover the basic necessities.
Contribution can be through
physical, intellectual, artistic or through any other kind to support the labor
of their governors.
-
Service cooperatives will be organized in which each one will be able to
support and sustain the effort of others, and at the same time, actively
participate for the benefit of the whole community.
-
The Laws of Prevention are contemplated which permit operation under an
order of protection of each of the elements involved with the support and
sustenance of the communities, because in cooperation it will be possible to
define the ranges of service that each can and should fulfill.
-
When one assumes the level of public service, that being is sheltered by
the organism that watches over the beings dedicated to such functions, and at
the same time contribute with the basic alignments that are the product of the
common effort apportioned fairly.
-
No violent sanctions are contemplated, including for personal offenses,
because corrective actions are given by the internal ordering of the individuals
who incurred the errors or conscious faults.
A definite mechanism of basic reeducation has to be developed based on
the best form of help for those beings.

The unity of effort directed to produce the best management for the
communities and systems of Life, where each part of the whole can approach the
central nucleus of the Global Government to outline the situations considered to
merit analysis by those in charge with applying corrective action or
measurements, is necessary.
-
No Community or system of Life of any kind is excluded from the necessity
of understanding its best function. All will function in accordance with the
expectations of their groups, at the same time respecting the premises given out
by the Seat of the Global Government.

Each measure will be applied in accordance to the necessity of the group,
not in generalization, but contemplating that each group will operate under the
codes and statutes of the Divine Constitution which shelters it as a part of the
greater whole. The group will obey
and fulfill the decrees of the Divine Constitution.

The Divine Constitution shelters all systems of life that submit
themselves to the Regency of Love and accept the manifesto of the Divine
Fatherhood that embraces them. It
is also necessary to consider that the Regency of Love stipulates obedience to
the guidance offered from internal levels, through the nucleus of impersonal and
unconditional service to life itself.

The formation of the
community nucleus and of its
conscious work will be directed by the committee in charge of manifesting the
Dispositions of the Global Government.

It is manifested that the New Order which governs the inhabitants of the
planet will not have time limitation, but it is stipulated that each member may
be removed in accordance to his degree of noncompliance with the Divine
Ordinances, making clear that it is possible to be sanctioned and subjected to
internal order to improve conduct, and remaining exposed to temporary or
permanent sanction in accordance to the degree of transgression of the Law of
Love.

No individual will be subjected to public judgment. In situations in
which sanctions are thought to be necessary, the disciplinary tribunal should be
comprised of those most able and capable of sustaining the Truth of the Being
above any external circumstance.

All promulgations of judgment are to correspond to the fault, and all
decrees of the law should contemplate the recuperation of the individual, either remaining within the same community or in another system which
allows service to his/her fellow
man.
-
By announcing these
precepts, we give our testimony of support to the work of the mature
beings inside each scheme of life and the promulgation of
these precepts are for the contemplation within each line of service of the
possibility of error. It should also be
considered as an opportunity of recuperation for that current of life that can
serve as an element of support in the work of the community that shelters
him/her.

The flexibility of these statements are based on the necessity for the
Being to grow and evolve in time. At
the same time each individual is responsible for his/her acts and must be capable of accepting any warning
that at any moment which is required. None
are exempt of the application of the Divine Ordinances.

The application of
these Dispositions is to be global, embracing all beings of this
planet, where it can be implemented without any impediment, knowing that
Life is One and Universal, that the Code of Love embraces with its Light each
particle of Life within the Universes of the Father‑Mother‑Love.
-
In contemplating a new System of Life, way must be made for the
unification and equality of the Being,
allowing Love to flow over each
particle of Life as its Divine Guide, and in knowing of the necessity to
establish an ordered list of priorities. The Global Government of Humanity will
center the flow of energy to the most capable individuals of each region; seen
by the Internal Hierarchy as Servers of the Highest, as Beings
ready for its guidance and manifestation.

The Divine Regency of Love will sustain each impersonal nucleus from the
ethereal Seat of the Divine Government, considering it comes from the Divine
levels down to the lower external nature, where the given Ordinances should be
fulfilled.

The Statutes for each planetary Regency have been given out and should be
taken to completion without any conditions. Allow Divine Guidance to flow,
considering that the Global Government is unified within conscious man, having
him participate in the Divine Order
as One with the All Being, serving as a conductor of his Light, Love and
Guidance to his fellow man, and sharing the experiences of growth and evolution.

The Divine Command of Love, on sustaining this Decree of Light over
America, creates the basis, in an expanding growth, for the planet to be fully
enfolded in this radiation. Know that the Divine Government has maintained an
observation of each of the individuals able and capable of service as
intermediaries between this nucleus of Light and the rest of the planet. They should remain in contact, so that
at their appointed time they can actively function as executors of the
Ordinances of the All Being to the Earth.

The teams of conscious
beings rely on the unconditional support of each of the elements that work under
the Regency of Love, and in this manner the links between them and each of the
levels of consciousness evolving on the planet are strengthened. At the same time, the internal links are
reinforced with each of the internal levels in service to life on Earth.
Everything outlined in these
paragraphs is in conformity with the Dispositions of the Divine Government, and
being endorsed in the books of the Divine Government on the planet. In the same
manner these Dispositions are physically available for conscious men to again
verify their desire to serve, joining with the Divine Mandate as executors of
its Ordinances and fulfillers of the Light that has to be put into service,
always to the benefit of the greatest number of beings.
These Dispositions correspond to
the point of anchorage of the ethereal temple that is to assume the
manifestation of the Global Government as the standard of Life for planet Earth.
Its external location remains in
custody until the requirements of restoration are completed and the
manifestation of the Cosmic Monument marks its entry into the new system of
Life, who's regency is supported by
Love.
America now serves as the receptor
of these Dispositions, and to the degree that other parts of the planet enter
into the corresponding vibration and adequate disclosure of this Plan of Life,
they will have the necessity to
participate in this Decree in order to become conscious on the order emanated
from the All Being.
Now it is up to each resident
government in America to undergo the corresponding external manifestation as a
required testimony, as shortly a major level of vibration will enfold this
continent. It is necessary for man
to put aside all personal desires in honor of this Divine Manifestation.
In accordance with the requirement
of the Global Government of Humanity and in direct correspondence with Lord
Saint Germain, the premises of the coming action remain submitted to the
Internal Order. Meanwhile, externally
it corresponds to mankind to put aside its rebelliousness and recognize this
call as an opportunity for it to
enter into this Divine Order, recognizing the Father of Fathers, the One
Fountain of Love, as the only legislator in his Life.
On accepting this ordering and on
submitting them to the principal regional leaders, that they in turn accept this
Legislation of the Father of Fathers, man becomes a Free Being, capable of
expressing his natural Divinity, and thus participating in the Global Government
of Humanity as an agent of its Light; an unconditional and impersonal server of
the Divine emanations of Love.
According to his internal affinity,
man will be assimilated into a higher level of Consciousness.
The Order of diffusion is with the
Planetary Regency, respecting the Divine Ordinances and submitting this
Disposition to man for him to carry it over into completion, and to work in
Unity, Order, Light and Love.
